USCIS Immigrant Fee - I130 Question

Hello guys, am a bit confused I didnt read anything about this immigrant fee, am assuming it has already been paid. But when checking NVC process the immigrant fee is mentioned, stating that it needs to be paid in order to get the green card mailed out. I was under the impression that there wouldnt be any more fees unless I file for the cr-1 to remove the conditions. I tried logging in to that site mentioned below but unfortunately is on maintenance. I would really appreciate it if someone can enlighten me if I need to pay this fee or I would just get the green card mailed without paying this fee? My wife landed 7 days ago and her passport was stamped after that all the documents remained with the office and she was given the letter that also mentions this fee.

USCIS Immigrant Fee - You must pay the USCIS Immigrant Fee to U.S. Citizenship and Immigration Services (USCIS) after you receive your immigrant visa and before you travel to the United States. Only children who enter the United States under the Orphan or Hague adoption programs, Iraqi and Afghan special immigrants, returning residents (SB-1s), and those issued K visas are exempt from this fee. Select USCIS Immigrant Fee on the USCIS website for more information. Important Notice: USCIS will not issue a Permanent Resident Card (Form I-551 or Green Card) until you have paid the fee.

that's correct, what was once free, now you have to pay the $165 in order to get the physical card, and that's why most people pay it before leaving. the sooner she pays, the sooner she will get the GC. If you don't pay as stated, immigration won't issue the card.

I was on CR-1. You need to pay the fee or they won't mail her green card. We paid mine right after I got my visa and received it after a month of getting here. There would be no fee then until the ROC.

On the ELIS website which is part of the USCIS website.

At the USCIS website, Elis, we paid for it the moment i received my visa in the mail. Sign up here http://www.uscis.gov/uscis-elis, then you will get a new case number that you could check the status from the check status link of USCIS.

can i pay this on cash or credit card?how if i dont have credit or debit card?what is the other way to pay.thanks

Apparently you were supposed to receive a document with certain information thats needed to register at USCIS Elis website, my wife she was never given, returned any document. She was taken to a room by the officer, 30 mins later her finger prints were taken and she had to sign something she was given her passport back and she just walked out. Is this something I have to call the NVC or USCIS? Not sure perhaps Brasil process is different, or the officer that the airport honestly didnt know what he was doing!?
