Need advice on my husbands CR1 petition

We haven't gotten the NOA2 yet and waiting. My husband recently moved from Algeria to France to help his family. Should my husband ask if our papers can be transferred to the visa center in France before the decision notice or keep it how it is and schedule it for Algeria and just travel back there when his apointment date is? We don't want more delays on our papers but want everything done the right way as well.

He would have to meet the requirements of a resident of France. Most requirements for most countries the person has to live there continuously for the last 6 months. And the you have to show evidence of permanent residency.

You cannot request anything of the NVC when they do not have your case. The USCIS will not change his address in their system. You just have to wait until approval and the NVC has the case. At that time you can request to change his address and recieve a Paris case number.
