Who do i make the passport fee check out to?

Timeline

Hi,

On Thursday I am going to the City Hall in our town to apply for my first US Passport (Weird, didn't know city hall does that. Anyway)

Who do i make the check out to in the amount of $110??? (The rest i have to pay at city hall. $25)

Is it "US Department of State" or "Department of State" or maybe something else.

I am going to be getting a certified check from my bank

I'm looking at the form I got for my wife (DS-11). It says

'All fees should be payable to the "Department of State" or if abroad...'
