Whycan LPR's can add derivatives on I-130 and US citizens can't?

Just trying to gather information on this matter. Does anyone know the history behind why LPR's can list derivatives and US citizens can't?

My guess would be because of the long wait for a visa. Notice it is only the immediate relatives of USCs who can't do derivative add-ons. If you, as an LPR, file for your wife and she has a child while you are waiting on a visa number and there was no derivative, then you would have to file for the newborn and then the wife would become eligible while the newborn was still waiting their turn in line.

Primary beneficiary who have independent living with him/her single child under 17 or adult single child under that petition are be included on that petition in one application would go under F1/F2A as a derivatives beneficiary two years to wait of this visa to be available and for Citizen petition has to be separate (individual) and that they go under immediate relative as a IR1/IR2 no limit for these type of visa petition take,1 year up to 17 months entire process before VISA in hand
