Name change - at what point can I change my wife's last name to my own?

Yes.

If you want the visa and green card in married name though she will need to change her passport before interview. Preferably before NVC document submission.

I filed my petition on my married name but never changed my passport or cedula, I just got my greencard and it's on my maiden name... :(

You can put her married name on the forms, but if she doesn't change her name on her IDs it won't matter.

You can put her married name on the forms, but if she doesn't change her name on her IDs it won't matter.

You can now change your name without the extra fee at your removal of conditions in just under 2 years.
