I'm planning to travel to Europe this December until Early February. My conditional gc expire in april 2015, so my husband is going to submit my ROC on my behalf on January.

Im going to be back obviously sooner than my gc expiration date, but I just want to know if it's ok.

My second question is that our baby is coming with me but my husband stays. Our baby is an USC so I don't know if Im going to need some sort of permission to travel with my baby without my husband.

You'll be fine since you come back before your 2 year GC expires.

As far as the baby goes, being a USC, since he has (or will have) a U.S. passport which requires the permission of both parents, no further permission will be needed for the baby to travel alone with you from a U.S. standpoint. It definitely won't hurt to check the exit requirements of any country you may be visiting for any parental permission that may be necessary, just in case, but these usually only apply if the child has some sort of citizenship connection to that country.

Your green card is still valid during your travels, so there is nothing to worry about there.

If it were me, I would carry a notarized letter from your husband giving his permission for the child to travel with you. I know for a fact that this is required on cruise ships when the child is traveling with only one parent, and it is because cruise ships leave the country. Additionally, my friend lives in Michigan and took her daughter to Canada for dinner one day and had to have a notarized permission letter from the child's father.
