it is mentioned in pakistan country reciprocity schedule on this site

Police Clearances: If you lived in a country other than Pakistan, Afghanistan or the U.S. for one year or more after turning 16, please submit a police clearance from that jurisdiction. You can find details on applying for police clearances in every country on the Reciprocity Schedule.

so my question is that is it must to bring police clearance certifates from all cities to the interview....i am finding it really really hard to get all those certificates

on Pakistan country reciprocity website the following statement can be found regarding pakistan police clearance certificate

Police Records

Not available. Pakistan has no nationwide tracking system in place for criminal activities. Police Character Certificates are available for a fee from District Coordinating Offices. However, they are not an accurate reflection of an individual's criminal record. An applicant who has committed a crime in one district may be able to obtain a clean Character Certificate from that district or another. Given the inaccuracy of these certificates, they are not required for consular processing.

As clearly stated, if after the age of 16, you've lived in any country outside of Pakistan, you must provide a police character certificate. They will most likely ask for this. You may want to reach out to the embassies of the countries you have been to for guidance on obtaining a PCC.

However, if you have remained in Pakistan continuously after the age of 16, then you don't need to provide a PCC.

This is what i got from Islamabad Embassy (packet 3.5) for my k3 visa about police report

Police certificate(s) from any country where you are currently living or have lived for more than one year after the age of 16 (not required for time spent in the U.S., Pakistan, Afghanistan or India).  Include English translations and one set of photocopies.

    So i think police report is no more required :)
