Apply after Surrending GC

Timeline

I'm here asking for your advice there; in short, I used to have GC before; it expired and I need a visa; I've been in process for about a year; Consulate just said "processing" whole time. Please see the timeline of events below:

About me: Iranian national, 40+, female, have been to the US before

Timeline for the B2 visa:

  • I had GC for several years - it expired a couple years ago because I divorced US citizen I was married to - I left before GC expired - and didn't renew it - so it remained expired for years
  • 4 February 2013 - first interview at US Consulate Dubai - consular officer said I've been accepted - I received a yellow card - they said go back to Iran - mail us your password and we'll process the visa
  • Shortly after, I sent my passport there.
  • 9 March 2013 - asked for update via email on the status
  • 10 March 2013 - received reply from consulate asking - "[have you filled out form I-407?]" - (note i407 is for abondonment of visa)
  • over next month, communicated by email asking if I can go to Swiss embassy to sign in front of a US consular officer - because why didn't they tell me to do this while I was there for the interview? - and one month later 8 April 2013, I was told I must go to the Consulate in Duba in person to sign the form - note they still had my passport at this point
  • mid April 2013 - I had courier pickup my passport from the consulate/impost
  • 14 July 2013 - went to US Consulate in Dubai for appopintment to sign form I-407 - I signed and got another yellow card - and was told to check the website for the 11-digit case number
  • Since 14 July 2013 until now, I've checked the website weekly and emailed them many, many times - and all the consulate says is "[in process]".
