I agree. They keep the passport to process the visa and affix it to the passport. This usually takes about a week. The packet will be the sealed packet of documents that she takes to the point of entry.

I am pretty sure she will receive her visa in a day or two.
The consular I interviewed with didn't really clearify if I was approved or not. But in the end, he said I will receive my passport and the yellow envelope in a week, and I did two days later. -------------------- Immigration Process (DCF Japan)

I just replied to your PM before seeing this topic. Congratulations! Since they kept her passport I am sure you passed! We interviewed on 2-Nov also and received the paperwork back from the embassy today, 5-Nov.
